A challenge for the Galisteo Basin Archaeological Sites Protection Act is the enormous complexity of the ownership of sites listed in the act (see ownership table). This fact and the fact that many of the sites are privately owned—in some cases single sites have multiple private owners, and others have many private owner neighbors. This complexity has meant that cooperation among owners and agencies is of paramount importance.
